At the moment, offensive hero skills can not be used on players nor mobs, and race skills do not show up in available skills to their respective characters.

At the moment skills like "maim" do not work, and "toss" simply does not show up under /skills

Rebel General comes up as Imperial general when you confirm it (T4)
